In chapter 1 Zhao writes, "In summary, the gaps between minority students and their majority peers are important, but they have not really been addressed by the recent reform efforts. In fact the recent reform efforts may have further disadvantaged minority students by forcing them into a narrow set of subjects and testing them in only one type of ability." Later he continues, "What we need is a paradigm shift in thinking about education, both what we should teach and how we should deliver it."
